What is the statutory mandatory certification system? It refers to a certification system that is compulsory to obtain before the release of related products by law to ensure safety, quality, environment, and health, which are essential to guarantee the lives and safety of the people. Currently, there are 38 statutory compulsory certification systems across ten government ministries. The recognition and reliability of certification have decreased due to the use of different marks for each certification system.
Accordingly, the Framework Act on National Standards was amended to stipulate that the KC mark must be used when a mark is required in the statutory compulsory certification system (except for cases to comply with international agreements or to prevent trade conflicts). As such, the existing 13 mandatory certification marks from five ministries were integrated into the KC mark.

法定义务认证制度是指，为了保障国民的生命和安全，确保必要的安全、质量、环境及保健，法律规定在相关产品上市前必须取得的认证制度。目前有10个部门的38个法定义务认证制度，各个认证制度使用不同的标志，导致认证的认知度和信赖度下降。因此，修改了《国家标准基本法》，除遵守国家间协定或防止贸易摩擦的情况外，在法定义务认证制度中规定，需要标志时必须使用KC标志。由此，将现有5个部门的13个义务认证标志合并为KC标志。
