Overview

On May 1, 2002, the Chinese government enforced the CCC system. As such, companies that produce or export products in China must acquire the CCC mark.

The China Compulsory Certification (CCC) system is mainly a safety and quality certification system for products such as electric/electronic products and automobiles. Items exported to China can be exported to China only after they have received the CCC mark from a Chinese certification authority. Furthermore, companies with local factories in China must acquire the CCC mark instead of the existing CCEE mark in order to sell their products locally.

The Chinese government announced that the current system and the CCC system will be enforced concurrently for one year from May 1 to the end of April next year to prevent confusion caused by the implementation of the new CCC system.
To date, to be able to sell products in China, the Chinese government had been mandating companies to obtain the CEE mark for domestic products and the CCIB mark for imported products. To improve this complex system, the government decided to establish a new CCC system by integrating CCEE and CCIB. Upon joining the WTO, the product certification system, which had been operated in two different ways, will be integrated and operated as the CCC system in accordance with the WTO’s basic principle, the principle of “national treatment.”
Even if a product was previously subject to CCIB or CCEE mark compulsory certification, if it does not fall under the new compulsory certification target item, it does not need to be certified starting May 1.

Purpose of factory audit

  • Initial factory audit : To check whether the production, management, shipment and maintenance capabilities of the factory to produce the product subject to certification can ensure the safety of the product.
  • Regular factory audit : To check whether the safety-certified electrical appliances are continuously maintained during production or distribution at the manufacturing company's factory
1. Initial factory audit
  1. 1) Check whether the test audit, audit equipment, and quality system are satisfactory.
  2. 2) Conduct product conformity inspection to see if the same components are used with the list of components subject to safety management presented by the Chinese testing laboratory during the type test.
  3. 3) Conduct on-site testing after sampling for registered products.

2. Post-factory audit (audit cycle: minimum once per year)
  1. 1) Check for any change and transfer of manufacturers and manufacturing plants.
  2. 2) Check whether the requested product is being produced at the manufacturing plant listed in the certificate.
  3. 3) Check whether the same parts as the components list for safety management attached to the certificate are used.
  4. 4) Register whether the certified product is manufactured in compliance with the safety standards and safety certification contents according to the Chinese national standards.
3. Conduct on-site testing after sampling for registered products.
