Overview

The EAC certification stands for Eurasian Conformity. It is the name of a single certification system in the five Eurasian Economic Union (EAEU) member countries: Russia, Kazakhstan, Belarus, Armenia, and Kyrgyzstan. In 2011, Russia, Kazakhstan, and Belarus crossed the Customs Union (CU) between three countries, and Armenia and Kyrgyzstan joined the CU in 2015 and expanded to five countries. As such, the name of the certification was changed from CU certification to EAC certification. EAC-certified products can be exported and distributed to 5 countries, including Russia, Kazakhstan, Belarus, Armenia, and Kyrgyzstan, after attaching the EAC mark.

Classification

EAC certification is largely divided into a Certificate of Conformity (CoC) and a Declaration of Conformity (DoC). For EAC certification, the DoC must also be registered by a local legal representative designated by the EAEU. Even items subject to DoC can go through the CoC certification process. Here, all CU technical regulations applicable to the item must be satisfied. As for CoC, product testing is in principle through a designated testing laboratory. However, it is possible to issue certificates by acknowledging CE and CB reports without additional testing.

Procedure

1. Certificate of Conformity (CoC)
Product CoC (Product CoC) is issued for regulated items determined by the relevant technical regulations, which is a product registration and a series of conformity assessment procedures.
  • 1) Domestic manufacturers (designated agents of manufacturers) and/or importers must submit all application-related documents to the certification body.
  • 2) Upon confirming whether the applied product is subject to the applicable technical regulations, the certification body conducts the test through a designated testing institution, then evaluates the test report.
  • 3) Factory audit (can be substituted with a CIG 023 factory audit report).
  • 4) CoC is issued.
  • 5) The manufacturer and/or importer affixes the EAC mark on the product.
2. Declaration of Conformity (DoC)
Product CoC (Product CoC) is issued for regulated items determined by the relevant technical regulations, which is a product registration and a series of conformity assessment procedures.
  • 1) The manufacturer (designated agent of the manufacturer) and/or importer prepares documents proving that the product conforms to the requirements of the applicable technical regulations.
  • 2) Check whether the product is subject to the applicable technical regulations.
  • 3) In compliance with the DoC form specified by the CU, a DoC stating that the product conforms to the applicable technical regulations is prepared.
  • 4) The manufacturer and/or importer affixes the EAC mark on the product.
  • 5) DoC registered.
